WITHDRAW UGC DRAFT REGULATIONS 2025
In response to the public notice No F.61/2025 (Regulations Feedback) dated 06.01.2025, I would like to record my response for serious consideration and necessary further action.
The UGC has developed a Draft Regulations 2025 on Minimum Qualifications for the appointment and promotion of Teachers and Academic Staff in Universities and Colleges and measures for the maintenance of standards in Higher Education Regulations, 2025 and Guidelines on cadre Ratio, period of probation & Confirmation, leaves, Teaching days, academic research and administrative commitments, seniority and code of professional ethics for Teachers and other academic staff in universities and colleges and requested the stakeholders to share the feedback on the Draft Regulations, 2025.
The release of the draft by the union government raises suspicions that it may be driven by political motives rather than a genuine effort to improve higher education. The draft, in its current form, fails to take into account the interests of teachers, students, the physically challenged, the poor, women, minority institutions, and the general public.
If approved, these regulations will apply to every university, every government and autonomous institution including a constituent or an affiliated college and every institution deemed to be university. It will affect the lives of all the students studying in the institutions and the teachers and the non-teaching staff working there.
The State Universities are established, funded and administered by the State government. Though the Governor is the Chancellor of the State Universities, the States had the power the constitute the panel for selecting the vice-chancellors. Each university had its own statutes. The panel would suggest three members based on the interviews to the Governor who would appoint one of the suggested panellists. There were minor variations among the states. The latest Draft Regulations 2025 appears to violate established norms and undermine the
autonomy of states in higher education, which is deeply concerning and worthy of strong condemnation.
As a member of Association of University Teachers (AUT) Tamil nadu, I ask the UGC to withdraw forthwith the Draft Regulations, 2025, as it is against the interests of students, teachers and higher education at large.
